Abstract:

The purpose of this literature review is to find literature that directs me to find if there was a dishonorable pattern of districts attempting to pass students during the 2019-2020 and 2020-2021 school year for said students to be awarded exempt status on New York State (NYS) Regents Examinations. Early research on my part has found that Buffalo Public School District graduation rate increased 11.6% from the 2018-2019 (unaffected by COVID-19 pandemic) to 2019-2020 school year (affected by COVID-19 pandemic).
